In 2015, the City absorbed the Old Town Sanitary District upon the District's dissolution under Illinois Public Act 99-19. With the takeover of the Old Town system, the City commissioned a rate study in 2016 with a goal to provide an equitable rate structure between the approximately 3,000 former Old Town System users, and the approximately 500 special service area users. The rate study recommended a unified sanitary sewer rate among all users within the City to provide for the inspection, maintenance and repair of the sanitary sewer system. At the July 24th City Council meeting a new rate structure was passed. Effective on the August 15th sanitary sewer billing, the new rate of $20.00 per month will be in effect for the 2nd quarter service period from April 1st to June 30th. Going forward, sanitary sewer billing will remain quarterly being billed in January, April, July, and October.
